Staff members in the Planning and Zoning Department work with developers, landowners and homeowners with the development process and public meetings in the City of Excelsior Springs. The Planning Division can offer assistance with property subdivision and platting, special rezoning, and development planning.
The City of Excelsior Springs welcome all new business to the community. The city strives to provide the best customer service possible in helping new and existing property owners become established. Our goal is to provide the best customer service possible to developers in an effort to obtain orderly construction to the fullest extent possible within the provisions of the Excelsior Springs city codes.

Special consideration must be given to development projects that are proposed in the downtown area. Most of the downtown area is within the Hall of Waters Historic District and may present additional considerations where new construction, re-development or adaptive re-use of an existing building or buildings is concerned. This process includes applying for a Certificate of Appropriateness (COA) for many exterior considerations. A COA application can be obtained from the Planning and Zoning Department. The Planning and Zoning Department is located on the lower level of the Hall of Waters building, 201 E. Broadway. Developers should contact the City’s Development Plan Review Team to have development plans reviewed. Other departments will be brought in as needed, depending on the type and complexity of the development being proposed.
