A drop-box is located on the circle drive (pictured at right) at the Hall of Waters for after hour payments. Payments left in drop-box after 7:00 a.m. will be credited to the next days business. If your Water Service has been discontinued due to non-payment: Service can be restored after payment of the past due and current charges due, any outstanding taxes due (plus $35 reconnect fee). The city will accept cash or money order only at the Hall of Waters between the hours of 8:15 a.m. and 4:45 p.m., Monday through Friday, except Holidays. What charges are included on my water bill? You are charged for water, sewer, refuse collection, tax primacy fee and sewer connection fee. What is required to establish water service? The city requires a citizen to come in person to the Hall of Waters, 201 E. Broadway, 24 hours before a service connection is needed. A $100.00 refundable deposit, lease agreement or property purchase paperwork, and a photo ID are needed. City Vehicle Stickers A city sticker is required for any resident of Excelsior Springs that owns a vehicle or motorcycle. To purchase a city sticker, you must present proof that you paid the current year's personal property tax, either for Excelsior Springs,or for the city or county you moved from. Increases to Water and Sewer Rates In order to meet the regulatory requirements placed upon our wastewater treatment system and collection system, as well as ensuring we continue to meet water storage and distribution needs, there are several projects scheduled for complete over the next five (5) years. In order to meet the financial needs of these projects, annual fee increases over the next five (5) years will be significant, and will include an annual inflationary increase that should continue beyond the 5-year capital improvement plan.
