The City of Excelsior Springs offers a Chapter 353 Tax Abatement Program. Owners of commercial or residential property within the Tax Abatement District may be eligible for partial abatement of property taxes when they make improvements to their property and remove blight.*<\/p>\n

\n*All improvements must comply with the Excelsior Springs Design Guidelines for Historic Districts.<\/i><\/b><\/p>\n

How it works.<\/b> When you make qualifying improvements, the increase in your property’s assessed value from that work is abated \u2014 your property taxes are held at their pre-improvement level rather than rising because of the investment \u2014 for a set period, typically up to ten years, as determined by the program’s guidelines. The program is administered by the Excelsior Springs Redevelopment Corporation (ESRC): you submit an application describing the planned work and its eligible cost, the Redevelopment Corporation reviews and recommends it, and the City Council approves the abatement by ordinance. Once the work is complete and certified, the abatement takes effect, and you keep full ownership of your property throughout.<\/p>\n

The Excelsior Springs Redevelopment Corporation is an urban redevelopment corporation organized under the Urban Redevelopment Corporations Law, wholly owned by the City and managed by a board of directors. It is responsible for the Downtown 353 Project Area, which includes the properties within the outlined area on the map above. The ESRC has declared the area to be blighted and its redevelopment is necessary for the preservation of the public peace, prosperity, health, safety, morals, and welfare.<\/p>\n

Since 2017, the Excelsior Springs Chapter 353 Tax Abatement Program has spurred more than $4.5 million in improvements to structures within the district.<\/p>\n
