Liquor Control Officer
The City of Excelsior Springs appoints the Chief of Police as the Liquor Control Officer. All original and renewal liquor license applications must be submitted to the Liquor Control Officer using the city-provided application form, signed and sworn to by the applicant. A non-refundable license fee, payable to the City, must accompany each application.
Upon approval, the Liquor Control Officer will issue a license to conduct business in the City. Licenses are valid until June 30th of the following year.
New Application Process
To apply for a Retail Liquor License, please complete the Application for Retail Liquor License, click here. Ensure you have the following documents:
- Occupational/Business License – Obtainable from the Hall of Waters at the cashier window.
- Missouri State Liquor License FAQ– Obtainable from Alcohol & Tobacco Control, District I, click here.
- Criminal Records Check – Required for each Owner, Partner, and Managing Officer. Available through Missouri State Highway Patrol, click here.
- “No Taxes Due” Letter – Required from the Department of Revenue, click here.
After gathering all documents, submit them with the application fee to the Liquor Control Office located inside the Excelsior Springs Police Department. The application will be presented to the City Council for final approval at the next available council meeting.
Petition Process
If the location has not previously held a liquor license, a petition to receive approval from the surrounding property owners and/or tenants within 185 feet must be conducted. Contact the Liquor Control Office for further guidance.

$75.00 5.0% Beer – (Includes Wine Coolers)
Sales on Premises or Package; Seven (7) day license
$75.00 5.0% Beer and Wine
Sales on Premises or Packaged; Five (5) day license
$450.00 Liquor by the Drink $300.00 Sunday Sales – Packaged Liquor
$450.00 Wine by the Drink $300.00 Sunday Sales – Restaurant/Bars
$150.00 Packaged Liquor $37.50 Tastings

The Liquor Control Office is available to assist you Monday through Friday, 8:00 AM to 4:00 PM. Please note we are closed on weekends and holidays.
