353 Tax Abatement Program

The City of Excelsior Springs offers a Chapter 353 Tax Abatement Program. Property owners with commercial or residential properties in the Tax Abatement District may be eligible for partial abatement of property taxes when improvements are made and blight is removed from their property.*

*Application must be made prior to work beginning.
*All improvements must be compliant with the Excelsior Springs Design Guidelines for Historic Districts.

The Excelsior Springs Redevelopment Corporation is an urban redevelopment corporation organized under and pursuant to the Urban Redevelopment Corporations Law. The Redevelopment Corporation is responsible for a Downtown 353 Project Area, which includes properties in the outlined area on the above map. The ESRC has declared the area to be a blighted area and its redevelopment necessary for the
preservation of the public peace, prosperity, health, safety, morals and welfare.

Since 2017, the Excelsior Springs Chapter 353 Tax Abatement Program has resulted in over $4 million in improvements to structures in the tax abatement district.

Eligible improvements include, but are not limited to:

  • Roof repair or replacement
  • HVAC, electrical, or plumbing upgrades
  • Exterior paint
  • Siding repair or replacement
  • Masonry repair
